President Obama has signed into law one of the most progressive pieces of legislation this nation has ever seen - The American Recovery and Reinvestment Act (ARRA). That law - stimulus funding - will create and save jobs throughout the state and nation. Stimulus funds will help public and private organizations invest in infrastructure, develop energy efficiency and new technology initiatives, provide assistance to the unemployed, train and educate the workforce and stimulate future economic growth.

At CADC, stimulus funds are being used to develop projects throughout the service area, from weatherizing homes to helping impoverished communities attain services. The projects will focus on building community partnerships that will increase employment opportunities. CADC is involved with hiring new employees or keeping on employees who might otherwise have been let go. The increased availability of services is expected to help CADC create approximately 60 temporary jobs before funding runs out September 2010.

CSBG Jobs Created

As of October 1, 2009, CADC has created 24 temporary jobs through Recovery Act legislation. These jobs have been funding through the Community Service Block Grant (CSBG) program.

*   Family Development Specialists: Staff will use intake and self-realization tools to assist customers in assessing their own needs and establishing the goals they wish to accomplish for themselves and their family. Through the comprehensive menu of programs and services, individuals will be recruited for the family development program, economic literacy and community/leadership participation groups.

*   Community Development Specialists: Staff will conduct outreach in communities to identify and work with vulnerable low to moderate-income individuals/families without access to services. CADC plans to work with these customers to assist in obtaining services such as transportation, food, child care, housing, and energy assistance that is essential in their daily living. Communities will form their own community-based groups and projects, and identify ways to use new skills and capacities gained as a result of training and technical assistance provided by CADC staff.

*   Senior Activity Centers: Center support staff will help CADC achieve its goal of ensuring senior citizens maintain their independence and achieve self-reliance. Support staff will network and collaborate with agencies that offer nutrition services to seniors to identify vulnerable low to moderate-income seniors. In the section of the service area where CADC has center-based senior centers, vulnerable low to moderate-income customers will be identified from the homebound and congregate population assessment.

*   Administrative: Positions have been created in human resources, finance and administration, planning and development. Through these positions, CADC will increase capacity to achieve results. CADC plans to upgrade its technology, enhance services to customers through its website, publicity and outreach, achieve ARRA program and financial reporting guidelines and improve the efficiency and effectiveness of overall organization operations.
